La presente tesis tiene como objetivo determinar de qué manera el Instituto de Educación Superior Tecnológico Público influye en el desarrollo económico-productivo en el distrito de Puente Piedra, enfocándose en desarrollar la habilidad de “aprender a aprender”, en la capacidad de generar ingresos autónomos y contar con una ciudadanía alimentaria.
En el Perú, los jóvenes se enfrentan al mercado laboral, una que demanda habilidades relacionadas con la educación técnico-productiva; esta no se encuentra cubierta debido a la poca oferta de egresados en la educación superior con estas habilidades. Anualmente, en el país, un gran porcentaje de jóvenes termina la secundaria, el 90% de ellos opta por conseguir un empleo; pero solo el 5% lo logra; quedando una gran cantidad en subempleo o desempleo (La República, 2021), llevando a Puente Piedra a ser considerado uno de los distritos más pobres de Lima; lo que significa que una crisis de salud arrastraría a las familias a una total incertidumbre (The rockefeller foundation, 2020), generando más pobreza y desigualdad.
Ante ello, se propone un sistema de integración y resignificación de espacios Públicos y zonas arqueológicas; donde el objeto arquitectónico se integra a la ciudad y dispone espacios al servicio de la comunidad, uniéndose a la desfragmentación de estas y funcionando bajo dos estrategias urbanas: conexión y barrio dinámico. Esto con el objetivo ayudar a alcanzar la resiliencia social, con el proyecto como punto de partida para la capacitación, autonomía, consumo colaborativo y ciudadanía alimentaria; formando una organización colectiva entre la sociedad civil y sector privado, para finalmente activar las áreas recreativas y arqueológicas en favor de la comunidad y su economía, sirviendo de modelo replicable en otros sectores. The objective of this thesis is to determine how the public Technological Higher Education Institute influences the economic-productive development in the Puente Piedra district, focusing on developing the ability to “learn to learn”, on the ability to generate autonomous income and have a food citizenship.
In Peru, young people are facing the labor market, one that demands skills related to technical-productive education; this is not covered due to the limited supply of graduates in higher education with these skills. Annually, in the country, a large percentage of young people finish high school, 90% of them choose to get a job; but only 5% achieve it; leaving a large number underemployed or unemployed (La República, 2021), leading the Puente Piedra district to be considered one of the poorest districts in Lima; a vulnerable population under the current context; which means that a health crisis in any member of the family would lead to uncertainty for all of them (The rockefeller foundation, 2020), generating more poverty and inequality.
Given this, a system of integration and resignification of public spaces and archaeological zones is proposed; where the architectural object is integrated into the city and provides spaces at the service of the community, joining the defragmentation of these and operating under two urban strategies: connection and dynamic neighborhood. This with the objective of helping to achieve social resilience, with the project as a starting point for training, autonomy, collaborative consumption and food citizenship; forming a collective organization between civil society and the private sector, to finally activate recreational and archaeological areas in favor of the community and its economy, serving as a replicable model in other sectors.
