Urban transport in the main arteries of the city has been increasing in recent years due to economic and social growth, causing crowding of users and traffic congestion, increased respiratory diseases due to air pollution due to carbon dioxide CO2 and other greenhouse gases (GHG) that drive cars, noise pollution due to noise and vibrations, and if these aspects are compounded by the lack of decision making and road planning. The objective of the research will be to propose an efficient system of massive public transport through the benefit cost ratio whose results will modernize the transport and the circulation networks of the Puerto Bolívar-El Cambio route in the city of Machala. For the description of the efficient management system we used the qualitative method that will allow obtaining information from different bibliographic sources, and the quantitative method since values of the benefits and costs were determined when implementing a mass and alternative public transport system trolleybus, that works through circulation networks, characterized by the implementation of electric infrastructure for urban transport, which do not emit large amounts of carbon dioxide and other greenhouse gases during the operation, since they do not consume fossil fuels and their derivatives by both reduce respiratory diseases, in addition to significantly reduce environmental pollution.
