Having an optimal public transport service is essential in the development of towns or cities as this will generate or guarantee a social and economic growth for the sectors where we live. The objective of this work is to propose an optimal public transport system in the routes and frequencies of the urban mobility system. The City of Santa Rosa has been growing rapidly in recent years and the mobility system deserves special care and attention, since the development of the city depends to a large extent on the quality of mobility that is developed within it. The bibliographic research carried out in the present work was obtained in the research platforms redalyc, scielo, doaj, researchgate, among others, finding information of significant advances in the area of transportation, knowing the needs of the users and the problems found in the moment of conceiving an optimal mobility system. In addition, a diagnosis of urban public transport was made with the purpose of knowing the discomforts or shortcomings to which users are exposed, this information is obtained through a survey to know what is the opinion that users have about public transport in the news. In the City of Santa Rosa, Province of El Oro, there are two operators that provide urban transportation services such as: the MARISCAL SUCRE TRANSPORTATION COOPERATIVE and the SANTA ROSA CITY TRANSPORTATION COOPERATIVE, which are regulated and controlled by the Company Municipal Public Transit, Land Transportation and Mobility of Santa Rosa, EMOVTT SR, in this investigation was determined the sector of greatest demand, which is directed to the southern sector of the city, this information was obtained by surveys conducted in two stops of buses, one in the terrestrial terminal and another one in the stop of the line 6 and 1 that is in the av. Sixto Durán Ballén and Calle Vega Dávila. In addition, frequencies were measured in the transport lines in order to determine what level of service they give to users in terms of bus service time and users' waiting time, for which a reference is made to TCQSM methodology Transit Capacity and Quality of Service Manual, which studies various indicators including ours, which is the frequency, giving results ranging from continuous service to deficient service in what concerns the waiting time of users between buses A diagnosis is made to the vehicle fleet evidencing shortcomings in the useful life of the units in both cooperatives, as established by the National Commission of Land Transport, Traffic and Road Safety with acronyms CNTTTSV, the traffic signaling time was observed on the routes , the level of stops on the route lines was measured, giving a level of service C at the stops, level of service that corresponds to regular and not very safe for transport users. The investigation shows an acceptable road level in the routes of the urban transportation service, level that goes from A, which establishes a road with asphalt folder in excellent conditions up to level C, which establishes a roadway with a granular tread layer in bad condition, next to this it should be noted that the discontent of the users of the service was found as regards the fact that there is no direct route that traverses the city from north to south without it having to enter the terrestrial terminal. We include a description of the theoretical basis of the prototype, its design and its assembly where the structure of the urban public transport of the city with its respective routes and frequencies that the cooperatives must have in order to satisfy the demand of the service, is demonstrated. improve transportation conditions in the city. Finally the waiting times of the urban public transport service were reduced, in one of the sectors with the highest demand that previously had as time intervals between buses of 20 to 28 minutes, now being 10 minutes, as well as two new lines are integrated to the system of public transport of the city in the urban routes, with this the quota of the vehicular fleet for both cooperatives is increased. So considering this new design we will have an optimal mobility service.
