The main topic to be analyzed in the current research work is the implementation of Electronic Money as a new means of payment in Ecuador; for which an analysis is made of its regulations, starting from the Constitution of the Republic, which empowers the Central Bank to implement the monetary, credit, exchange and financial policy at the national level; to then move on to the Monetary and Financial Organic Code, which regulates the entire monetary and financial system of Ecuador; until reaching the regulations that specifically regulate Electronic Money, such as resolution N0 005-2014 M, issued by the Monetary and Financial Policy Board, taking into consideration its objectives, benefits, operation, operation, including addressing the issue about the change in the administration of electronic money; leaving aside the management of the Central Bank of Ecuador and passing into the hands of the National Financial System.
Likewise, for a better understanding, a study will be carried out on the evolution of the different means of payment that are currently prescribed in our legislation; as is the currency, the check, the credit cards, the debit cards until arriving at the electronic money.
To this is added, an investigation on comparative legislation of the regulations that regulate electronic money in the countries of Peru and Paraguay, counteracting that of our country.
