In many countries of the world, highway operational analysis is based on the United States of America Highway Capacity Manual (HCM), which provides a systematic methodology for assess capacity and levels of service of different types of highways.
The condition of the pavement (International Roughness Index - IRI) influences the reduction of highway capacity, using the HCM methodology without making adjustments due to this factor, would imply continuing to make mistakes in planning, design and construction of highway infrastructure.
Therefore the purpose is to implement a calculation variant of capacity and service levels proposed in the HCM2000, adjusted to the characteristics of the road network and local car fleet by including a speed reduction factor (fp) due to the surface condition of the pavement.
The methodology basically uses the hourly volume per lane and the free flow speed (FFS) estimated from an ideal value and reduced according to the prevailing road conditions, the new model is applicable in our case to two-lane highways.
The results obtained allow us to establish that a decrease in the average travel speed (ATS) of 10% between the HCM2000 standard method and the modified one considering the surface condition of the pavement (fp), leads to a decrease in one category in the service level, situation obtained in the case of study of the roadway Zhud - Biblián.
