This thesis develops a road intervention plan for the municipality of Quinta Chica Baja, east of
the city of Cuenca, province of Azuay, Ecuador. The intervention plan is based on the functional
evaluation of the rigid and asphalt pavement, considering the implementation of two methods;
the first according to the ASTM D6433 standard regarding the determination of the Pavement
Condition Index (PCI), and the second considering the Markov chain technique. The
determination of the PCI is carried out on 76 sample units distributed in 15 sections. Two
procedures are considered: a manual one and a computational one using the program PAVER.
On the other hand, the projection of the future pavement condition is evaluated using Markov
chains for preventive, corrective, overlay, rehabilitation or reconstruction interventions.
The results obtained on PCI for the asphalt pavement show that 22.85% are currently in good
condition, 43.24% are in fair condition and 33.91% are in poor condition requiring pavement
rehabilitation and overlay from a functional point of view. The results for the rigid pavement
show that 100% are in excellent condition and only preventive maintenance is required.
Finally, based on the results of the functional assessment at the section level and the types of
defects found, as well as the procedures to be followed and the associated costs, an intervention
plan was prepared for each of the study sections. It is recommended that the intervention at the
level of defects be carried out as soon as possible, as this would involve lower investment costs
and improve the level of passability of the sector
