Once hydroelectric plants are established in communities, the territorial configurations produced by the administration of the infrastructure are not usually considered the center of attention. In this context, the article aims to identify how, from the management of the Paute Mazar Hydroelectric Project in the hands of the public company Corporación Eléctrica del Ecuador (CELEC EP), the reconfigurations of power relations between the Decentralized Autonomous Governments (GAD's) and the riverside communities of Sacre, Chalacay, Tubán and Guarainag. From an environmental perspective, this study analyzes how the alteration of social relations affects and reconfigures the territory. The methodology implemented was qualitative, taking a simple-embedded methodologica l case study design, using various techniques; interviews stakeholder mapping, participatory mapping, field observation. The results reflect that, in a contextprior to the implementation of the dam, power flowed between local actors, the search for community interest corresponded to basic needs while respecting the limits of the territory. After the management of CELEC, a monolithic power was established that reconfigures the relationship between community and governmental power and turns them into legitimating means of its command. It is concluded that; the power, norms and visions of the State alter the ways of life of the riverside communities who assume environmental and social changes in perpetuity
