Resumen
Through the thesis "Proposed model for Human Resource Management Cooperative Savings and Credit Riobamba Ltda. Guano Agency", aims to develop a competency-based which improves the performance of human talent through the implementation model several objectives and adaptable to the real situation of the cooperative instruments. For this, an investigation was carried out with the application of a performance assessment of all existing employees of the Agency Guano institution, in order to recognize the main shortcomings and thus measure the degree of job performance. To achieve the objective an analysis for measuring parameters such as communication, commitment and service orientation to each of the partners has with the organization was performed, this helped to measure the degree of integration of staff of the institution, and both contributed to measure talent management. To fulfill this management model, occupational profiles competence of each of the charges in payroll was designed, which serve as vital support for proper selection and development of internal staff based on the real needs of the Cooperative, being a major objective tools for power skills of existing staff and as a reference point when integrating new employees to the institution.
