Resumen
This work was carried out with the purpose of designing a comprehensive occupational health and safety plan in GAD Municipal del Cantón Cumandá, through a non-experimental design of transversal type, where the working conditions were evaluated, taking as a reference the national regulations of the Executive Decree 2393, regarding the infrastructure of the facilities, machines and tools and the collective and personal protection. Similarly, in a sample of 90 workers, obtained by applying a non-probabilistic purposive sampling, the identification and assessment of risk factors was carried out through the NTP 330 matrix, using check questionnaires, ergonomic studies, such as the ROSA, REBA, OCRA, NIOSH Equation, and Snoock and Ciriello Tables; as well as psychosocial evaluations using the SUSESO/ISTAS21 short version questionnaire; fire risk assessment with the MESERI methodology; and analysis of the 5’S philosophy for order and cleanliness; information obtained through on-site observation, surveys, interviews and the use of technological tools. The diagnosis of the initial situation revealed a high rate of risk factors affecting the vast majority of work stations, including mechanical, physical and ergonomic factors. In addition, some standards regarding structural safety, collective and individual protection have not been met. Likewise, a serious fire risk was identified in the municipal workshop. A comprehensive occupational safety and health plan was developed, including programs, projects, and procedures to prevent occupational risks and illnesses. It is recommended to follow up on the most relevant risk factors, adequately applying the preventive measures set forth in the Integral Plan.
