In this research, an evaluation was made of the operational and road infrastructure characteristics in the central area of Santo Domingo district for the year 2019. This research aims to analyze the current situation regarding the mobility of inhabitants in the city centre. The information was collected through field work and direct observation through technical data sheets on road infrastructure and vehicle capacity. Once the information was collected, it was identified that within the urban perimeter there is a total of 148 vertical signals and 120 horizontal singnals, it has a road network composed of 29 streets between primary, secondary and tertiary. In 29 de Mayo Street, an average daily traffic (ADT) equal to 36.736 vehicles was registered. During the rush hour, a traffic Speed of 17.46 Km/h was identified. On Quito Street were registered 29.583 vehicles with a speed of 18.33 Km/h. On Guayaquil Street, 28.468 vehicles were recorded with an evarage speed of 18.36 Km/h and on Galápagos Street, 29.414 vehicles were recorded with a speed of 25.98 Km/h. All these streets have a level of service D, it is concluded that the urban area of Santo Domingo city presents a high level of vehicle management, this due to the bad conditions of road signals, narrow streets in bad conditions and the lack of culture of the drivers. For this reason it is recommended that a maintenance plan be drawn up and horizontal and vertical markings be implemented, and that informal comercial posts on the secondary streets of the city centre be relocated, thus allowing more space for vehicle traffic.
