Resumen
This research aims to design a profile by competencies of human talent for the Intercultural Bilingual Community Educational Unit "Achullay", Guamote canton, Chimborazo province, has the purpose of contributing to improve the administrative management of the Educational Unit. For the development of field research to obtain direct information from the institution, conducting a survey to the administrative staff of the Educational Unit. This allowed to identify the jobs and its functions, to be able to establish the necessary competences for each one of them. In addition, it was consulted the literature on the subject of human talent management by competencies, the legal documents of constitution of the Intercultural Bilingual Community Education "Achullay", as well as the general regulations to the Organic Law of Intercultural Education to know the established functions for administrative charges. For the design of profiles by competencies to improve administrative management, a general structure was established based on the proposed structure. The profiles by competencies were designed in the positions of rector, general inspector, secretary and janitor to contribute to the administrative development and implement a new Design to manage the appropriate profiles. Administrators are recommended to put into practice the present proposal to have an adequate functioning and improve day to day, in addition to socializing in all areas of the area so that those responsible for each job know the functions they should perform and there is not duplication of functions.
