Resumen
The purpose of this degree work was to develop a comprehensive road safety plan for the
wholesale and producer market, in the Santiago de Píllaro Canton, in the Province of
Tungurahua, period 2019-2024, to improve pedestrian, vehicular and road safety. Road
infrastructure for the diagnosis of the current status of the study area, see the observation sheets
focused on the research of pedestrian behavior, the verification of road conditions and passive
safety of vehicles, the wholesale market being a new construction does not count with previous
data on vehicular or pedestrian flow, which is why it was necessary to complement it with a
vehicular and pedestrian capacity, essential for the development of strategies. 75% of the
signaling does not comply with the technical parameters, therefore, it was performed
empirically and not based on the standards established by the Ecuadorian Standardization
Service, 73% of pedestrians do not have an adequate road culture to travel through the spaces
intended for their safety, while 75% of the vehicles do not have the minimum passive safety
conditions for the physical protection of the occupants of a means of transportation after a
traffic accident. It is concluded that for the implementation of road signs, the Ecuadorian
Technical Regulations that make known the use of elementary traffic control devices, design
and correct location of all types of road signs must be taken into account. The Decentralized
Autonomous Government of Santiago de Pillaro Canton is recommended to take into account
this research work to improve the road status and safety of pedestrians.
