Resumen
The present investigation was carried out with the objective elaborating a proposal at Human Talent management model by competences for the improvement of the organizational climate from Autonomous Descentralized Municipal Governmente, in Tena city. Through the surveys applied to officials and employees at this institution; the information base don the results obtained with the purpose reveal the models of human talent management by competencies composed of several factors that havew been organized in horizontal multilevel hierarchy. Its development is based on defining an adequate documentary structure at human talent management by competencies, training programs and evaluation system; which are important bases for the good job performance and improvement at organizational climate. It is recommended: the inmediate aplication from human talent management of new tolos proposed by the Ministry of Labor and providing the best facilities for users to be satisfied with services provided by the entity.
