Resumen
The objective of this research work focused on the analysis of the role played by the Alacao town council in the impact of COVID-19, with the objective of identifying the problems and socioeconomic difficulties of the families due to the effect of the confinement, an aspect that limited the strengthening of enterprises and the productive development of both handicrafts and agriculture. The methodology is based on a qualitative and quantitative approach, focused on an exploratory and descriptive research level of documentary type; part of the methodological structure was executed as documentary and field research. The study population considered is 163 inhabitants, a statistical formula was used to determine the sampling, giving a total of 114 inhabitants to whom the survey technique was applied based on a closed questionnaire. The inductive and deductive method was used to determine particular and general facts about the situation of the families in this community. As a contribution to the research process, a contingency plan of solidarity support was established with 5 axes: humanitarian response, organizing entrepreneurs, solidarity savings, early recovery and livelihoods, communication, and training. It is concluded that the community is surrounded by artisans, merchants, fruit growers, and farmers who, as a result of COVID-19, faced a total drop in their productivity and sales in their different branches, directly affecting the productive sector. It is recommended that the council leadership take on a political and social role to seek strategies for socioeconomic reactivation and interaction with governmental and non-governmental organizations for greater integration and solidarity work
