Evaluación a los procesos de contratación pública del Gobierno Autónomo Descentralizado Municipal del cantón Colta, provincia de Chimborazo, período 2016

Abstract

The objective of this titling work is to evaluate the public procurement processes of the Municipal Autonomous Decentralized Government of Colta town, Chimborazo Province, 2016 period to verify the efficiency and effectiveness in the realization of public procurement processes. In the development an internal control questionnaire was applied to the officials related to the evaluation area, to determine the degree of effectiveness in the development of their usual activities, then, it verified that the contracting procedures were carried out in the amounts and conditions established by the organic law of the public procurement system. Also, indicators applied to the electronic reverse auctions, and smaller amounts, charts, and graphs also prepared with the results of the evaluation in which we can measure the level of efficiency and effectiveness in the execution of the same, in compliance with contracts in the established deadlines and with the transparency required, finally a report was drawn up in which the results of the evaluation are shown, as well as the conclusions and recommendations, to provide the entity clear and concise alternatives of natural adaptation, directed to the managers to contribute in the decision making.
