dc.description.abstract | El objetivo de la presente investigación está relacionado con el análisis y la valoración del proyecto, así como de la continuidad auto-sostenibilidad, el analizar y valorar los alcances del provecto a través del tiempo.
La recolección de información se realizó por medio encuesta la entrevista y la
Investigación de la bibliográfica.
Como resultado, se concluye que el proyecto tuvo en un periodo de tiempo el éxito esperado. Sin embargo, no existió un adecuado proyecto de sostenibilidad del mismo en el tiempo, lo que ha ocasionado un retroceso en el cumplimiento de la mayoría de los objetivos propuestos al inicio de la reforma del Servicio Aduanero Nacional.
Se hace necesaria la realización de un diagnóstico profundo, que permita detectar las principales causas que han ocasionado un retroceso en el Servicio Aduanero Nacional; y de esa manera, el proponer soluciones reales en función de la exigencia actual del comercio internacional, más abierto y competitivo. | |
dc.description.abstract | This thesis focuses on the Costa Rican Customs System and the efforts expended since 1963 to update the system to improve efficiency and effectiveness. Nonetheless, these efforts did not achieve their goal. By 1990. we find a Customs System without clear gindelines regarding the customs clearance process, tax collection, and inadequate infrastructure. In addition, custom handles information manually and continues to be mired by a series of obstacles that has delayed merchandise clearance and interchange.
Furthermore, Costa Rica has been aligning itself with different regional and extra regional trade blocks. These circumstances set the stage for the Goverment of Costa Rica to negotiate USAID cooperation to achieve an administrative and infrastructure modernization for the Nacional Custom Service. This cooperation led to the Project over time. The information was collected by means of a survey, interviews, and bibliographic research.
The objective of this study is related to an analysis and assessment of that Project, as well as its continuity or self-sustainability It also includes an analysis and evaluation of the scope of the Project over time. The information was collected by

As a result, it can be concluded that the Project enjoyed a period of expected success, however, there was inadequate sustainability built into the Project over
time. This has led M deterioration in the attainment of a majority to the objectives proposed at the beginning of the reform for the Costa Rican Customs System.
The Customs System requires a profound diagnosis. This would allow us to detect the major causes that have led to the regression in the Customs System. As a result, we would be able to propose real solutions to address current demands of international trade that is new both more open and more competitive. | |
