El conflicto social en la fase de ejecución de proyectos de generación eléctrica: elementos teóricos para una propuesta de viabilidad social

Abstract

El artículo analiza los efectos sociales de los proyectos de generación eléctrica, a partir de los paradigmas desde los cuales se han concebido, a través de los enfoques teóricos que dan cabida a las prácticas constructivas que permean el mundo social de las comunidades del área de influencia y los diversos actores (participantes, beneficiarios, afectados y oponentes) y la génesis de los diferentes conflictos socio ambientales. También se enfoca en cómo dentro de esa coyuntura, el proyecto es un agente externo que ingresa al tejido social de una o varias comunidades, y genera una serie de rupturas subjetivas y objetivas, en un universo simbólico de significados, costumbres, tradiciones y formas de relacionarse psíquica y socialmente con el entorno natural y humano, los cuales son parte de las variables que favorecen el cambio social.

The social effects of power generation projects will be analyzed in this paper, based on the paradigms that conceived such projects and using the theoretical approaches that generate the constructive practices that cover the social world of the communities in the areas of influence and the different persons involved (participants, beneficiaries, affected parties and opponents) and the origin of the different social and environmental conflicts. The article also focuses on how, within this juncture, the project is an external agent that enters the social fabric of one or more communities, generating a series of subjective and objective breakdowns, in a symbolic world of meanings, customs, traditions and forms of psychological and social relationships with the natural and human environment, which are part of the variables that favor social change.
