Educação em direitos humanos e os profissionais da segurança pública: a formação dos policiais militares no Amapá (1990-2018)

The present study corresponds to a field research about the process of formation of the military police in the State of Amapá in the perspective of the Human Rights. The subjects involved were police officers who joined as soldiers in the Amapá State Military Police since 1990, along with those responsible for the training process. As a research locus, the General Command of the Amapá Military Police was adopted and developed from the perspective of a qualitative approach, aiming to analyze the process of formation of the military police in the State of Amapá and its repercussion in the non-violation professional activity. Human Rights, an area from which a retrospective was made throughout the history of mankind until the Universal Declaration of Human Rights. The research instruments used to obtain the data were the Questionnaire applied to police officers who joined the PMAP Board as combat soldiers and Semi-structured Interview with the police officers responsible for the Training Courses. The results indicate that much has changed and has changed over time, but the strong influences of the military dictatorship period within the PMAP still constitute a major barrier to more substantial progress. It also involves the debate on the importance of a pedagogical accompaniment and educational deepening in the process of training of the military police, in order to make Human Rights Education a transforming movement, not only as a compulsory subject that should appear in the training courses, but as a building element of new practices, which surpasses the culture that violates human rights to the one that protects, promotes and effectively. It can be concluded that the Revolution translates into a new perspective for the Formation of the Military Police, especially the Soldier, as being the gateway to the institution, reveals itself as internal transformations that, suffering all the influence of the demands and pressures of the society will have to choose between meeting them or remaining determined by their historical heritage of the Authoritarian State
