Resumen
El Instituto Nacional de Tecnología Agropecuaria, junto a la Universidad Nacional de Cuyo, y el Centro Científico Tecnológico Conicet Mendoza, se propusieron comprender los procesos de transformación territorial que afectan el desarrollo y la sustentabilidad del sistema agroalimentario regional, en línea con la Agenda 2030-Objetivos de Desarrollo Sostenible de Naciones Unidas. Para ello, se creó la Unidad Mixta para el Desarrollo y la Sustentabilidad del Sistema Agroalimentario Regional de las provincias de Mendoza y San Juan, con foco en los territorios de interfaz urbano-rural y tierras secas irrigadas y no irrigadas. La plataforma institucional está integrada por el Centro Regional Mendoza-San Juan del INTA, las Facultades de Ciencias Agrarias, Ciencias Económicas, Ciencias Políticas y Sociales, Filosofía y Letras y de Arte y Diseño de la Universidad Nacional de Cuyo, y por los Institutos Argentino de Nivología, Glaciología y Ciencias Ambientales, de Ciencias Humanas, Sociales y Ambientales y el Argentino de Investigaciones de Zonas Áridas del CCT Conicet Mendoza. La Unidad Mixta tiene como finalidad contribuir a la comprensión de las complejidades y transformaciones en los territorios de interfaz con visión de largo plazo, derivar implicancias para el desarrollo y la sustentabilidad del sistema agroalimentario regional y proponer estrategias de abordaje para la formulación de políticas públicas. La Unidad Mixta fue diseñada para contribuir a los siguientes objetivos específicos: Gestionar y construir información y conocimiento multiescalar sobre las complejidades y transformaciones territoriales relacionadas al sector agroalimentario, con foco en los territorios de interfaz urbano-rural y tierras secas irrigadas y no irrigadas. Promover nuevos enfoques y metodologías para la construcción y gestión de la información y el conocimiento para el desarrollo y la sustentabilidad del sistema agroalimentario regional. Contribuir al desarrollo de capacidades para la gestión territorial en instituciones gubernamentales, de ciencia y técnica y privadas, en función de las demandas y necesidades de los sujetos del territorio. Promover redes amplias y colaborativas de circulación de información y conocimiento que contribuyan a la innovación territorial. Desarrollar estrategias vinculadas con la comunicación y difusión de los principales logros del proyecto orientadas a los agentes públicos y privados. Implementar y desarrollar experiencias pilotos en áreas rurales y en tierras no irrigadas que promuevan una actividad productiva sostenible en el territorio. Gestionar y canalizar diversas fuentes de financiamiento para fortalecer y consolidar las experiencias pilotos. Cabe resaltar que la Unidad Mixta sirve para avanzar en la construcción de un modelo de organización y gestión orientado a estudiar el sistema agroalimentario con anclaje regional y territorial. A partir de esta experiencia, será posible consolidar un espacio de trabajo interinstitucional y colaborativo concebido como una plataforma que articule acciones de formación, difusión, publicaciones y proyectos conjuntos que busquen sustentar la formulación e implementación de la política agroalimentaria regional.
