Resumen
Proponemos una lectura del gobierno de las cárceles a partir de establecer puentes entre un conjunto de hipótesis sobre el pensamiento político que sostiene el sistema punitivo y otros que observan las microprácticas violentas que se dan intramuros otorgándoles un estatus de regularidad y no de excepción. Nuestra postura es que ciertos modos de problematización y despliegue de categorías de sujetos marcan un tipo de pensamiento (reformista) pero abren la posibilidad a un tipo de prácticas (violentas). Para ello, el artículo iniciará con una revisión de los aportes más importantes de las ciencias sociales al problema del gobierno carcelario y los sistemas penales; para luego continuar con las dos hipótesis principales sobre el punitivismo argentino (establecidas por Sozzo y Motto respectivamente). En una tercera parte, analizaremos una serie de documentos que pese a su lejanía ideológico-política- están emplazados en un ideal reformador al momento de diagnosticar la situación carcelaria nacional. Y finalmente, nos detendremos en dos ejemplos de la Unidad Penal N° 1 de Corrientes, sobre prácticas sostenidas en subjetivaciones reformistas (el ordenamiento por delito y progresividad de los pabellones, y el acceso a derechos laborales) que muestran modalidades discrecionales y violentas- de gobierno intramuros.
