Neuquén: de la opacidad a la transparencia de un régimen de acumulación y su visualización y perspectivas desde las organizaciones sindicales

Resumen
La ponencia esbozara algunas aproximaciones interpretativas sobre la visualización y perspectivas de la realidad social, de los dirigentes del sindicalismo neuquino, en el contexto de los procesos de cambios iniciados en la Argentina a partir de 1991 y en Neuquén en la intensificación de una economía tipo "enclave". Neuquén fue conformando su matriz productiva basándose en la extracción de petróleo y gas por parte de las empresas estatales. En 1993 éstas se privatizan, el sistema económico se desregula, se flexibilizan las relaciones laborales y se impone un cambio fijo. En 1999 la extracción de petróleo y gas representaba cerca del 60% del PBG, con un 30% de desocupación y subocupación en octubre/00 según EPH y alta precarización del empleo, el trabajo en "negro" creció entre 1995 y 2000 en un 61%. Actualmente atravesamos por una acentuación de la apropiación del excedente y de una matriz de dominación que se fue gestando en el tiempo. Esta lleva a interrogarnos cómo desde las organizaciones sindicales se perciben estos procesos, cómo interpretan esta realidad y cómo se constituyen los espacios de articulación, con un Estado reproductor del "enclave" y de una dominación social y política de tipo "clientelar".
