Governança inteligente e cadastro territorial multifinalitário: geoinformação, transparência e participação colaborativa no contexto da região metropolitana de São Paulo

The present society lives in a dynamic, complex and contradictory urban system, and seeks the balance between urban development and environmental preservation. Such issues require efficient urban management, and the growing use of information and communication technologies (ICT) becomes a promising ally to solve them. Thus, appear the smart cities, composed by smart governance strategies and actions, such as a new paradigm to follow, interconnecting society and government in order to solve urban issues. From this context, this research aims to understand the smart governance and the contributions and potentialities of geotechnologies, highlighting the Multipurpose Territorial Cadastre (MTC), as generators of public value. In this way, it is proposed to construct a theoretical essay, as well as a bibliometric investigation about smart cities, governance and the use of geotechnologies as a subsidy to the case study, which intends to analyse urban governance in the São Paulo Metropolitan Region (RMSP) according to the use of information and geoinformation resources applied to city management, and the use of MTC in the cities of the ABC Paulista region, southeast sub-region of RMSP. The results obtained show that some practices of municipal governments have already been established aligned with the dimensions of smart governance. However, mainly, as for spatial activation in the use of geoinformation, as well as in the use of MTC, it still has much to move forward and, therefore, to qualify with public value the strategies and actions of governance that a smart city requires.
