O regime diferenciado de contrações públicas: celeridade e economicidade

Abstract

This present work analyzes the Differentiated Regime of Contracts Law - DRC , which was set up in order to speed up the works of the 2016 Olympics, the Confederations Cup 2013 and the FIFA World Cup 2014, and ensure economic viability. A descriptive analysis of five notices for the execution of works on federal roads based on the laws 8.666/93 and 12.462/2011 is made. The research shows that the use of Law 12.462/2011 in the notices accelerates the hiring of them, since the hiring medium deadline fell from 195 days to 43 days. There was also economy, because the contracted works had, overall, a reduction in price of 14.33%, with 11.68% contracted by Law 8.666/93 and 14.38% for the works contracted by Law 12.462/201.
