This study shows the importance of active participation of the manager to the successful
deployment of Libraries in Fortaleza Municipal Schools, but also shows its characteristic of
leader as a facilitator and integrator of the formation processes of the school in pursuing the
achievement of educational goals. In seeking answers to questions about the manager's
actions and training of the reader through developed activities in the library, it was made a
field research with the methodology of the "case study". In this survey was analyzed every
process running at the library researched, as also its difficulties. To get to the importance of
library in school, it was searched in historical records since the development of writing up the
exemples of library in antiquity, but also about the libraries in the colonial period in Brazil,
arising from the arrival of the religious missions (The Jesuits). The schools libraries over the
decades have had a distorted concept about them selves, a mistaken view, that only with
actions of deployment of school libraries and reading incentives from the Ministry of
Education, this picture have been reversed, thanks to awareness and capacitations of managers
for these educational environments operates with their own purposes. The work is divided
into three chapters dealing respectively of: a literature review (A brief history of writing until
the school library, the actions of the Ministry of Education; the profile of the professional that
works at the school library, the practicing of reading in the early grades until the basic
education; conceptions about the manager as a leader and animator of the educational
process); from the analysis of the data it was observed that there is still a lack of integration
between classroom teachers and the teacher of the library, there is necessity for actions by the
managers to involve everyone in order to achieve the educational objectives. This monograph
concludes with suggestions for further research and possibilities for a breakthrough in the
issue.
