dc.description.abstractThe Fiscal Responsibility Law established in 2000, has made managers more accountable in dealing with public money. Transparency in public administration and public participation are key features for good government.The study aims to analyze the problems which actions are crucial to community involvement in participatory budgeting. This article evaluated the transparency and popular participation in the management of municipal Sobradinho resulting from the Fiscal Responsibility Law. Among the important points of this study, is a brief historical review of the Fiscal Responsibility Law and the Participatory Budget. For the study, was adopted by the descriptive analysis of bibliographic material and documentary. Also was interviewed answered by a group of local leaders. The results show, that there is much to do for the population to participate in the public hearings exercising their rights stimulated by LRF.
