Resumen
Society is experiencing what is called the fourth industrial revolution and with it its multiple changes in economic, social, environmental and technological scenarios. These changes have affected public Higher Education Institutions (HEIs), inviting them to use qualification and driving strategies towards development in the face of new demands from society. One of the manifestations of this fourth revolution is the “smart” concept, with themes involving several successful initiatives to build Smart Cities, which aroused interest in studies carried out in more restricted environments, at the local level, but no less complex, such as the universities. This dissertation aimed to propose components (dimensions and items) that could be part of a maturity model t o evaluate a public higher education institution in terms of smart university. This is an exploratory qualitative research, and data collection took place through semi structured interviews with thirteen experts who have expertise in the areas: education, research, sustainability, people, technology and connectivity, innovation and entrepreneurship, inclusion, finance and budget, processes, mobility and internationalization and smart campus. Furthermore, the data were analyzed with the support of the softwa re for analyzing qualitative data, Atlas ti 9. As a result of this first effort, it was possible to create dimensions and items that could integrate a maturity model to evaluate an intelligent university and a guide for the manager to use the components to apply in a maturity model.
