dc.description.abstractInnovations in the public sector result in more efficient and effective services, where problem solving translates into beneficial results for society. The health sector is considered to be one of the most innovative sectors. Thus, to encourage and reward innovators, in 2002, the Incentive Award in Science, Technology and Innovation for SUS was created. From this, the objective of the study is to characterize the innovations that won the Award, through a multiple case study. Data collection took place in two moments, the first by documentary analysis of 63 awarded cases, so that the innovation approaches, typologies and results of these innovations were classified. Secondly, through semi-structured interviews with 18 winning authors of the contest, representing 19 initiatives - one author was awarded in two editions - in which the inductors, barriers, facilitators, the results of these cases were identified, which were implemented in the SUS and the challenges of innovation in the public sector. The data underwent content analysis. As for the results, the Innovation of Improvement approach was the most identified among the 63 cases, the types of Communication Innovation and Process Innovation were the predominant ones. As for the inducers, the Problem Oriented and Non- Problem Oriented factors were the main ones highlighted among the interviewees. Human Resources (HR) Limitations and Budget and Financial Limitations were the main barriers encountered. As for facilitators, Resource Availability and Teamwork prevailed. Regarding the results of these award-winning innovations, Improvements in Organizational Management, Improvement in Delivery and / or Quality of Services, Improvement of Image and Institutional Relations and Improvement of Organizational Climate, were identified in that order of predominance. The study found that only two initiatives were continued due to political, legislative and budgetary issues. Also, that the public sector does not motivate and does not encourage professionals to innovate, due to several challenges yet to be overcome.
