Os Estados Unidos e as Parcerias Megarregionais: TPP e TTIP (2009/2017)

Abstract

The main objective of this article is to analyze the hegemonic role of the United States through the negotiations of mega-regional trade agreements in the Pacific (Trans-Pacific Partnership - TPP) and in Europe (Transatlantic Trade and Investment Partnership - TTIP), during the presidency of Barack Obama. Thus, the aim is to understand the US hegemony’s geoeconomic strategy in the negotiation of mega-regional agreements. The research works with three interrelated hypotheses. The first one understands that, in a global context of rising emerging economies, negotiations for the establishment of mega-regional partnerships would be a US strategy to exclude China from the main channels of international negotiations, hence containing its rise. The second hypothesis suggests that, while seeking to contain China, the US would be, with mega-regional agreements, seeking to reposition itself as the center of the world economy. The third understands that this American strategy - of containment and repositioning - would be based on a perception of the Washington politicians that the North American country would be in hegemonic decline. The article uses the hypothetical-deductive method, under a qualitative database, with primary sources, such as US government documents, and secondary sources, such as academic articles. Finally, it is indicated that this research is divided into three parts, in addition to the introduction and conclusion. The first section develops the theoretical framework, addressing the valuable definitions of IPE and structural power, and it also contains a part in which Mendonça and Rocha (2019) make a quantification of American hegemony in the 21st century. The second section covers general aspects of the TPP and TTIP, such as historical background, membership and goals. The third section exposes the bibliographical research that elucidates, in addition to official speeches and economic benefits, what lies behind - from a strategic standpoint - the negotiations of both agreements.

O objetivo principal deste artigo é analisar a atuação hegemônica dos Estados Unidos nas negociações dos acordos comerciais megarregionais no Pacífico (Parceria Transpacífica - TPP) e na Europa (Parceria Transatlântica de Comércio e Investimento - TTIP), durante a administração democrata do presidente Barack Obama. Assim, busca-se compreender qual a estratégia geoeconômica da hegemonia na negociação dos acordos megarregionais. A pesquisa trabalha com três hipóteses inter-relacionadas. A primeira entende que, em um contexto mundial de ascensão das economias emergentes, as negociações para o estabelecimento de parcerias megarregionais seria uma estratégia dos Estados Unidos para excluir a China dos principais canais de negociações internacionais, contendo assim sua ascensão mundial. A segunda hipótese sugere que, ao mesmo tempo que busca conter a China, os EUA estariam, por meio dos acordos em questão, buscando se reposicionarem como centro da economia mundial. A terceira compreende que essa estratégia americana - de contenção e reposicionamento - estaria baseada em uma percepção da elite política de Washington de que o país norte-americano estaria em declínio hegemônico. O artigo utiliza o método hipotético-dedutivo, sob uma base de dados qualitativos, com fontes primárias, como documentos governamentais dos EUA, e fontes secundárias, como artigos acadêmicos. Por fim, indica-se que a presente pesquisa está subdividida em três partes, além da introdução e conclusão. A primeira seção desenvolve o referencial teórico, abordando as valiosas definições de EPI e hegemonia de poder estrutural, além de conter uma parte na qual Mendonça e Rocha (2019) fazem uma quantificação sobre a hegemonia americana no século XXI. A segunda aborda os aspectos gerais do TPP e TTIP, como o histórico, membros e metas. Na terceira seção são expostas as pesquisas bibliográficas que mostram, para além de discursos oficiais e benefícios econômicos, o que está por trás - do ponto de vista estratégico -, das negociações dos acordos em questão.
