Modelo de negociação integrativa para a responsabilidade compartilhada pelo ciclo de vida do produto prevista na política nacional de resíduos sólidos

O presente estudo propôs um modelo de negociação integrativa para a definição de portfólios de ações individuais da logística reversa para a gestão de resíduos sólidos que viabilizasse a implementação do conceito de responsabilidade compartilhada prevista pela Política Nacional de Resíduos (PNRS). O modelo foi proposto em três fases: Pré-Negociação, Negociação e Pós-Negociação. Nas duas primeiras fases o modelo utilizou conjuntamente os métodos Strategic Options Development and Analysis (SODA) e Soft Systems Methodology (SSM) para estruturar o problema e estimular a colaboração, integrar as perspectivas e preferências dos stakeholders em um processo de aprendizagem. Ainda na fase de negociação utilizou a programação linear multiobjetivo (PLMO) para a definição de portfólios de ações individuais. A modelagem proporcionou o alcance de decisões Pareto-eficientes de caráter ganha-ganha para todos os stakeholders, simultaneamente. Assim, na etapa de pós-negociação houve o fortalecimento do engajamento entre as partes e o comprometimento efetivo com o atendimento à PNRS no cumprimento dos portfólios definidos. FACEPE The present study proposed an integrative negotiation model for the definition of portfolios of individual actions in RL for solid waste management, which makes possible the implementation of the shared responsibility concept provided by National Solid Waste Politic (NSWP). The model was proposed in three phases: Pre-Negotiation Phase, Negotiation Phase and Post-Negotiation Phase. In Pre-Negotiation and Negotiation phases, the model combined the use of the Strategic Options Development and Analysis (SODA) and Soft Systems Methodology (SSM) methods to emphasize collaboration, integrate perspectives and preferences into a learning process. In the negotiation phase, it was used too the multiobjective linear programming (MLP) in order to define portfolios of individual actions. In this way, the model provided the reach of Pareto-efficient win-win decisions for all stakeholders simultaneously. Thus, the strengthening in the post-negotiation stage, the engagement among the parties and the effective commitment with the NPSW service in the fulfillment of the defined portfolios.
