A Política Nacional de Práticas Integrativas e Complementares marca a valorização dos recursos, sistemas e métodos não biomédicos relativos ao processo saúde/doença/cura, favorecendo a discussão e incentivo ao pluralismo médico no país e o conceito de integralidade no Sistema Único de Saúde. No mundo temos um cenário diversificado de institucionalização das Práticas Integrativas e Complementares (PICs) nos sistemas de saúde oficial, que varia de acordo com a história que cada país estabelece com a cultura dos povos tradicionais. O fato coloca as PICs num lugar desprivilegiado no campo de disputa do exercício legal/oficial. O estudo visa compreender os aspectos relacionados às dificuldades relatadas pelos gestores municipais para a implantação de serviços PICs no Sistema Único de Saúde. Trata-se de um estudo exploratório com abordagem qualitativa e quantitativa, que analisa os motivos relacionados à não implantação de serviços de PICs nas redes públicas municipais de saúde do Brasil. Os instrumentos técnico-normativo e as formas de financiamento estabelecidas para as PICs ainda se mostram inadequadas e/ou insuficientes no incentivo a ampliação da institucionalização das PICs. O trabalho contribui para análise e desenvolvimento de futuras estratégias de enfrentamento das barreiras citadas pelos gestores como impeditivas para implantação da oferta de serviços PICs. The National Policy on Integrative and Complementary Practices marks the valorization of non-biomedical resources, systems and methods related to the health / illness / healing process, favoring the discussion and incentive to medical pluralism in the country and the concept of integrality in the Unified Health System. In the world there is a diversified scenario of institutionalization of Integrative and Complementary Practices (PICs) in the official health systems, which varies according to the history that each country establishes with the culture of traditional peoples. The fact is that they place the PICs in an underprivileged place in the field of legal / official exercise. The study aims to understand the aspects related to the difficulties reported by the municipal managers for the implantation of PIC services in the Unified Health System. This is an exploratory study with a qualitative and quantitative approach, which analyzes the reasons related to the non-implantation of PIC services in health public municipal networks in Brazil. The technical-normative instruments and forms of funding established for the PICs are still inadequate and / or insufficient in encouraging the institutionalization of the PICs. The work contributes to the analysis and development of future strategies to address barriers cited by managers as impeding the implementation of the provision of PICs services.
