A cidade sem terras: configuração e expansão da estrutura fundiária de Porto Velho, sob a ótica da urbanização informal e espontânea

Este trabalho parte da constatação empírica de que as terras que compõem o núcleo urbano do Município de Porto Velho consolidaram-se à margem do ordenamento territorial formalmente instituído. Neste sentido, traz como objetivo central a produção de uma análise configuracional referente à estrutura fundiária urbana, a partir do pressuposto de uma formação informal e espontânea. A pesquisa toma como eixo teórico e conceitual um enfoque principal: que a dinâmica ocupacional que consolidou a cidade, baseou-se em um modelo de povoamento controlado, consubstanciado por uma consecução de projetos estatais e pela implantação de obras de infraestrutura na Amazônia. Como elemento articulador, destaca a configuração dos núcleos urbanos do Distrito Sede e Nova Mutum Paraná, analisando os conflitos e as representações transmitidas à formação do território. A descontinuidade entre as diferentes etapas de povoamento, motivadas pelas políticas de desenvolvimento programadas regionalmente e a forma com que, de fato, foram implantados os assentamentos sobre o núcleo urbano de Porto Velho, são exemplos da complexidade refletida no desenvolvimento da estrutura fundiária. O estudo traça um eixo cronológico que descreve o processo de urbanização a partir dos primeiros conflitos identificados sobre a feição das terras, desde o soerguimento da vila até a consolidação da cidade, alcançando fatos recentes, como o regime de exceção e exclusão sobre o perímetro urbano, oficialmente demarcado na década de 70. Na análise, o trabalho se desenvolve em três dimensões: da extensão e expansão sobre o núcleo urbano e sobre as áreas periurbanas; da qualidade atribuída à utilização das terras e da dinâmica sócioespacial da ocupação, questionando o modo como se deu tal configuração. CNPq This work is based on the empirical observation that the lands that constitute the urban core of the Municipality of Porto Velho consolidated themselves in the margin of the formally insti-tuted territorial order. In this sense, it’s main objective is a configuration analysis of the urban land structure, based on the assumption of an informal and spontaneous formation. The research takes as theoretical and conceptual perspectives that the occupational dynamics that consolida-ted the city was based on a controlled settlement model, consubstantiated by the achievement of state projects and the implementation of infrastructure works in the Amazon. As an articula-ting element, it highlights the configuration of the urban core of the Sede District and Nova Mutum Paraná, analyzing the conflicts and representations transmitted to the formation of the territory. The discontinuity between different stages of settlement, motivated by the regionally programmed development policies and the way in which the settlements in the urban core of Porto Velho have actually been implemented, are examples of the complexity reflected in the development of the land structure. The study traces a chronological axis that describes the pro-cess of urbanization from the first identified conflicts over the land feature, from the elevation of the village to the consolidation of the city, reaching recent events, such as the regime of exception and exclusion on the urban perimeter, officially marked in the 1970's. The work is developed in three dimensions: extension and expansion over the urban core and peri-urban areas; the quality attributed to the land use and the socio-spatial dynamics of the occupation, questioning the way in which this configuration took place.
