A regulação assistencial é uma função do sistema de saúde destacado por seu
ordenamento da rede de serviços e do gerenciamento do fluxo do usuário para o
acesso aos procedimentos. Algumas consultas e exames possuem filas de espera e
devem ser monitoradas por essa regulação para promover melhor resposta aos
usuários e reduzir os custos, devido aos absenteísmos (falta do usuário). Dessa
forma, este trabalho teve por objetivo analisar o impacto de fatores, principalmente o
tempo de espera de consultas e exames no absenteísmo. Trata-se de um estudo
quantitativo dos serviços de saúde regulados do município de Caruaru (PE), no
período de 2015-2016, realizado através do cálculo da probabilidade de
absenteísmo por meio de regressão logística. A pesquisa revelou que as maiores
probabilidades de ocorrência de absenteísmo são obtidas de modo geral em
procedimentos que ultrapassam os 60 dias de espera, sendo a mínima 18,2%
(Consultas em idosos) e no máximo 29,1% (exames em pessoas de 21 a 40 anos).
Ficou evidente que a redução do tempo de espera para menos de 60 dias
possibilitará a diminuição significativa do absenteísmo, o que repercute na
diminuição do agravamento de doenças e nos custos ao sistema de saúde. The care regulation is a function of the health system detached by theordering of the
service network and of the management of the user flow for the access to the
procedures. Some appointments and exams have waiting lines where they must be
monitored by this regulation to promote the best result to the users and decrease the
cost, because of the absenteeism (user absence). In this way, the focus of this
project was to check the factors impact, above all the waiting time of the
appointments and exams in the absenteeism. It is about a quantitative review of the
health services regulated in the Caruaru county (PE), in the period from 2015 to
2016, according to the absenteeism probability calculation by the logistic regression.
The research indicated that the higher odds of happen the absenteeism are usually
obtained through procedures that exceeds 60 days of waiting. Being the least 18,2%
(elderlys appointments) and the most one is 29,1% ( exams in users from 21 to 40
years old). Therefore, we can say that decrease the time to less than 60 days of
waiting will enable a significant decrease in absenteeism, what help in the reduction
of aggravation of diseases and in the costs to the health system.
