Aplicação do MMPE-SI/TI (Gov) em instituições federais de ensino de Pernambuco

O planejamento estratégico de TI, é um processo fundamental para definir os objetivos da área de TI e o alinhamento destes com os da organização. Desde 2007, o Tribunal de Contas da União faz um levantamento a cada biênio com todas as instituições públicas federais, o objetivo é demonstrar a situação das organizações quanto a governança de TI. Ao comparar os relatórios dos levantamentos, há evidências que os órgãos públicos federais enfrentam problemas na execução do planejamento estratégico de TI, pois após 10 anos, 50% destas organizações ainda não passaram do nível básico. Desse modo, o presente trabalho teve como objetivo fazer um diagnóstico sobre a avaliação da maturidade em panejamento estratégico de TI utilizando o MMPE SI/TI (Gov) em duas instituições públicas federais de modo a obter o estado da maturidade das mesmas conforme avaliação do modelo. Então foram utilizados questionários, entrevistas e observação para identificar os fatores positivos e negativos que influenciaram no processo de implementação do modelo e consequentemente no planejamento estratégico de TI. Em seguida foi observado a adequação ao nível 1 do MMPE SI/TI (Gov) nas organizações estudadas e então colhidos os resultados da pesquisa. Em conjunto foi identificada o score dos processos no perfil IGovTI do TCU e a correlação com os processos do MMPE SI/TI (Gov). Por fim foi elaborado um conjunto de lições aprendidas que ajudaram ou prejudicaram as organizações durante o processo. Essas lições juntamente com a identificação do score no IGovTI, serão úteis para outras instituições interessadas em usar o modelo no processo de avaliação da maturidade e melhoria no planejamento estratégico de TI. Strategic IT planning is a critical process for defining IT objectives and aligning them with the organization’s objectives. Since 2007, the Federal Audit Court has been conducting a survey every two years with all federal public institutions. The goal is to demonstrate the status of organizations on IT governance. When comparing survey reports, there is evidence that federal public agencies face problems in implementing strategic IT planning, because after 10 years, 50% of these organizations have not yet passed the basic level. Thus, the present work had as objective to make a diagnosis on the evaluation of the maturity in strategic planning of IT using the MMPE SI / TI (Gov) in two federal public institutions in order to obtain the state of maturity of the same according to the evaluation of the model . Questionnaires, interviews and observation were then used to identify the positive and negative factors that influenced the process of model implementation and consequently in IT strategic planning. Next, it was observed the adequacy to level 1 of the MMPE SI / TI (Gov) in the organizations studied and then collected the results of the research. Together, the process scores were identified in the IGov profile of the TCU and the correlation with the MMPE SI / TI (Gov) processes. Finally, a set of lessons learned were developed that helped or harmed organizations during the process. These lessons together with the IGovTI score identification will be useful for other institutions interested in using the model in the process of maturity assessment and improvement in strategic IT planning.
