Como regular o PROUNI mediante a teoria de incentivos

Neste trabalho aplica-se a teoria de regulação ao Programa Universidade para Todos (PROUNI), programa criado em 2004 com o objetivo de conceder bolsas de estudos por parte das instituições de ensino superior (IES) particulares aos estudantes de baixa renda. Em contrapartida, as IES privadas que participam do programa beneficiam-se de renúncia fiscal. Estudos feitos têm mostrando um impacto positivo do PROUNI em variáveis tais como acessibilidade, permanência e desempenho. Mas o programa está sendo levado a um custo maior, comparando as mensalidades dos alunos bolsistas assumidas pelo governo com mensalidades pagas no mercado privado, sendo necessário empregar a teoria da regulação nas mensalidades pagas pelo governo via renúncia fiscal. A análise é feita sob o quadro teórico implantado por Laffont e Tirole que analisa os contratos tendo como base o paradigma principal-agente. A inovação na literatura de regulação se dá pelo fato de utilizar a informação do mercado para poder controlar as mensalidades cobradas ao governo pelos alunos bolsistas do programa. Dos resultados obtidos no modelo que utiliza a informação do mercado, teoricamente se consegue ajustar o preço das mensalidades ao custo marginal das instituições de ensino superior, deixando um lucro para a firma. CNPq In this work, the theory of regulation is applied to the Programa Universidade para Todos (PROUNI), a program created in 2004 with the objective of granting scholarships by private higher education institutions (IES) to low-income students. On the other hand, private IESs participating in the program benefit from tax exemptions. Studies have shown a positive impact of PROUNI on variables such as accessibility, permanence and performance. But the program is being taken at a higher cost, by comparing the tuition fees of the scholarship students assumed by the government with tuitions paid in the private market, then it is necessary to use the theory of regulation on the tuition fees paid by the government through fiscal renunciation. The analysis is done under the theoretical framework implemented by Laffont and Tirole that analyzes the contracts based on the principal-agent paradigm. The innovation in the literature of regulation is given by the fact that we use the market information to control the tuition fees charged to the government by the scholarship students of the program. From the results obtained in the model that uses the information of the market, theoretically we can adjust the price of the tuitions to the marginal cost of the institutions of higher education, leaving a profit to the firm.
