Resumen
The sociological model of disability emerged in the 1960s, replacing the hegemony of
the biomedical model, and redefined the concept of disability, as it no longer places it
as a limitation of the individual, but rather as a product of its interaction with the
barriers imposed by society. As a direct implication of this model, the State takes on
the responsibility of promoting, through public policies, the elimination of the
barriers existing in society, in order to make possible their social inclusion and
consequently to promote the improvement of their quality of life. By ratifying the
Convention on the Rights of Persons with Disabilities in 2007, Brazil officially adopted
the social mode of disability and committed to not only implement public
policies towards people with disabilities based on this model, but also to review the
theoretical frameworks of policies already implemented, and ensuring its proper
functioning. This work aimed to evaluate the effectiveness of the Child Rehabilitation
Center (CRI) in the city of Natal / RN, in order to assess whether this policy has in fact
promoted autonomy and independence in children's lives, with a view to expanding
their capabilities. The methodology consisted of the qualitative method, based on the
bibliographic review on the themes of disability, childhood and evaluation of public
policies, in addition to conducting semi-structured interviews with managers,
professionals and health technicians working in the CRI, and those responsible for
children undergoing treatment on site. Using indicators such as Rehabilitation
according to the Convention and autonomy according to Amartya Sen, the research
concludes that CRI/Natal has achieved effectiveness in its actions.
