Governança pública: uma análise da gestão do Projeto RN Sustentável/Governo Cidadão (2019 - 2020)

Abstract

In 2013 year, the Government of Rio Grande do Norte State and the World Bank Group signed a loan agreement on the amount of US$ 360,000,000 at the RN Sustainable/Citizenship Government Project. It happed under the justification of reversing the low economic dynamism scenario in the RN. Since then to 2019, the begging of Fátima Bezerra´s (PT) administration, the project was managed by different state governments. In this sense, the context of a new government at the head of the project's management, a scenario of fiscal and financial crisis experienced by the State, later aggravated by the impacts of the COVID-19 pandemic, opened the interest in researching how the management process took place. As a theoretical reference, the present work addressed the Dias' (2012) conception about the Elements of Public Governance, specifically the element that discusses the State coordination of the cooperation process, to answer how this coordination, by the State, of this process occurred in the management of the RN Sustainable/Citizenship Government Project in the years 2019-2020.
