A gestão dos contratos administrativos em uma IFES: contribuições da Gestão da Informação na melhoria e padronização dos contratos

Abstract

The Law no. 8.666/93 of Bids and Contracts establishes the rules for public administration tenders and contracts. However, after the formalization of an administrative contract, there is not always an efficient contractual management, which can lead to failures in the execution of the contract and losses for the Administration. This study deals with the importance of Information Management to improve the management of administrative contracts. The research aimed to analyze the contributions that Information Management can provide in the management of contracts in a Federal Institution of Higher Education. To achieve the general objective of this research, the following specific objectives were outlined: to describe how information management occurs in the management process of administrative contracts at UFRN and to identify opportunities and propose improvements in information management in the process of administrative contracts. Thus, it is an applied, descriptive research with a qualitative approach, which used documentary research and questionnaires as a data collection technique. The results described how information management occurs through the modeling of flowcharts of the main contract management processes carried out by the analysis unit: formalization process, process of monitoring contracts with requisition and without requisition, and the process of contract renewal. The flaws and gaps in these processes were also identified: the lack of standardized information products, the lack of an institution's own manual for contract inspectors, in carrying out their activities, can influence the management of information in the administrative contract management process.
