Resumen
This paper aims to analyze the digital social networks of the Municipality of Natal / RN to verify if they are used as a channel for the propagation of public transparency and social participation. The advances in Information and Communication Technologies, together with that of the Internet, have created several possibilities for interaction and communication between the State-society, in this context digital social networks have become an excellent tool for promoting transparency and social participation. So the work has the following problem: Does the city of Natal / RN use digital social networks as a channel for the propagation of public transparency and social participation? To answer this question, it was necessary to rescue the concepts of New Public Management, open government and its pillars (transparency, participation and collaboration), as well as government communication and digital social networks. The methodology used was systematic observational investigation, with a qualitative and quantitative descriptive approach, being a research of a scientific nature, in the area of applied social sciences, aimed at public administration. It was carried out on the official social networks of the city of Natal, in February 2021, where all publications referring to the period of 30 days prior to data collection were analyzed. The survey revealed that the city uses four social networks, which together add up to approximately 376 thousand followers with an average of just over 39 thousand interactions, and where the majority of publications related to the provision of services, advertisements and reports are published. Only 30 publications related to management transparency were found, in a universe of 509 posts. It was also noted the low capacity for inference and timeliness of transparency publications, and that the degrees of social participation promoted by the networks are of information and consultation, which are levels of minimum granting of power. Finally, it was concluded that there is an initiative and a trend in the use of digital networks by the city to promote transparency and social participation, but that it needs some specific improvements.
