Resumen
The present study aims to instigate reflections and debate around the determinants that permeate the institutional reception of children and adolescents, problematizing the socio-historical aspects of the institutionalization of children in Brazil. The problem has its genesis linked to the experiences lived in the mandatory curricular internship held at the Specialized Reference Center for Social Assistance - CREAS, in the Municipality of Macaíba / RN. In the light of critical social theory, the intention is to analyze the changes that have occurred in the normative frameworks on the rights of children and adolescents and to discuss institutional care based on the new concepts established by ECA. Furthermore, it seeks to problematize the use of the concept of neglect as a demarcation for State intervention on poor families, intending to demonstrate that this concept needs to be considered in its complexity, since it is crossed by evaluative meanings that make it difficult to apprehend it critically. The systematization of knowledge presented here, also aims to explain the reality of institutionalized families / children and adolescents, with a view to denaturalizing concepts that tend to blame only this institution for the protection of its members, without considering the objective conditions of life imposed on it in capitalist sociability. It is concluded that the development of human potentialities is conditioned to the satisfaction of the basic needs of the subjects. In the context of the problematization proposed here, this perspective reveals that the restriction or lack of access to such needs hinder the development of the protective functions of families and demonstrate that negligence is a complex concept that needs to be considered from multiple determinations. The difficulties faced by these subjects require a wide network of public services, and also, that the professional practice of the social worker develops in line with the provisions of the Code of Ethics and with the principles of the Professional Political Ethical Project. However, what are established in reality are social policies, with a compensatory and residual bias expressed in the technical, focal and fragmented origin of services, and some professional directions abstracted from a deeper reflection of reality.
