Resumen
Federal universities have their own style of structure, way of acting and making decisions,
and a format of educational administration that demands skills and techniques
appropriate to their reality. These institutions have characteristics that make them
different from other Brazilian public organizations. As a result, the thesis is defended that
the governance of these universities cannot be restricted to a traditional conception,
based on accountability, on the disclosure of performance indicators, on transparency,
accountability, efficiency and effectiveness. It is understood that it is possible to explore
the governance of federal universities knowing the way in which their actors mobilize,
exchange and implement ideas, rules and resources to achieve institutional goals. And
this can be done in light of the interactive governance model by Kooiman et al. (2008),
who see the federal university as a social system, composed of a government system, a
system to be governed and the interactions that flow between these two systems. And,
from this configuration, to discuss an issue that presents itself in the diverse, complex and
dynamic context of federal universities today: the curricularization of extension.
Therefore, this research aims to understand how UFRPE's governance system affects
extension curricularization. This is an exploratory and descriptive, qualitative study, with
document analysis and application of semi-structured interviews with UFRPE employees.
The results obtained confirmed the thesis that it is possible to analyze the governance of
UFRPE from an interactive concept. Although elements linked to the traditional
conception of governance have influenced the formation and functioning of the system,
with the deans of teaching and extension at UFRPE acting in a privileged way, making
centralized decisions and instituting a predominantly hierarchical governance, to the
detriment of the more participatory. This made the governance of UFRPE affect
important elements of the extension curricularization, as is the case of interdisciplinarity
and the inseparability between teaching, research and extension.
