Resumen
This monograph aims at analyzing outsourcing of labor at the Universidade Federal do Rio Grande do Norte (UFRN) and comparing rights and benefits among outsourced workers and the actual employees who perform these functions. The hypothesis of the study is that the UFRN follows the general trend of growth of subcontracting / outsourcing labor. However, these outsourced workers, when compared to the (actual) official employees, have a significant reduction of benefits and/or rights, which is the case of SAFE LOCAÇÃO DE MÃO DE OBRA E SERVIÇOS LTDA employees, henceforth SAFE. The methodology includes a bibliographical research on the outsourcing of labor, with emphasis on the Public Administration, from the view of different actors. It also includes descriptive quantitative research from official SAFE and UFRN data. Such documentary data allow us to outline a general profile of outsourced workers, salaries and benefits. In addition, an exploratory qualitative research is carried out, through interviews, with the workers directly and indirectly involved in the outsourcing process within UFRN, precisely SAFE outsourced workers (semi-open interviews) and the Sindicato dos Trabalhadores em Educação Superior do RN (SINTEST / RN), the Sindicato dos Trabalhadores de edifícios, condomínios residencial, comercial e das empresas prestadoras de serviços (SINDRATEC / RN); And the Associação dos Docentes da UFRN (ADURN), the latter based on open questions. Both researches were carried out aiming to reach the objective of the monograph and to demonstrate the working conditions of the outsourced workers in comparison with the effective ones, in the UFRN. Among the main results are the numerous problems that afflict outsourced employees of SAFE in UFRN, such as the late payment of salaries to outsourced workers by SAFE, non-compliance with labor rights, moral harassment, among others. The unionists interviewed confirmed a large part of these forms of precarious work, as well as the growth of outsourcing in the public sector and particularly in UFRN; And also expressed great concern about the recent transformations, such as the flexibilization of labor legislation tending to full outsourcing, including also the purpose activities, and with PEC 55 (241). In conclusion, the research hypothesis is confirmed, indicating that it is quite significant The salary difference, rights and benefits between the effective workers of UFRN and outsourced SAFE performing similar functions.
