This paper aims to understand the relevance of the formulation of a law for the delimitation of neighborhoods for the planning and planning of the urban space of Caicó (RN) in the present time. The work is justified by the fact that the city of Caicó still does not have a law that recognizes all its neighborhoods. Likewise, not all neighborhoods in the city have ordinary laws of creation by the Municipal Legislative. For the assumption of the objective of the work, a theoretical-conceptual survey was made on geographic space, planning and spatial planning, and neighborhood, guiding concepts to support scientifically the object of study; legal norms already implemented in the municipality of Caicó related to the creation, delimitation, denomination and concept of neighborhood were analyzed, as well as academic texts produced on the delimitation of neighborhoods in Caicó; and discussions were held with municipal authorities on the object of study of the work. With the accomplishment of the research, it is concluded that the caicoense executive power promulgated and published 16 legal norms and, therefore, officialized the creation of 16 districts. However, other neighborhoods in the city have not yet been created by law. In view of the fact that, more than 30 neighborhoods in the city are popularly known, it is noted that there is uncertainty about the real total of neighborhoods in the city and a discrepancy with what is officially recognized. Many of the subspaces popularly identified as neighborhoods are actually residential subdivisions that were being built and incorporated into the urban fabric. Examples of Brazilian cities that have already officially delimited their neighborhoods and thus adopted this geographic cut for the political-administrative division, considering this socio-territorial unit for the actions of the municipal public administration, as well as for the planning and organization of the whole city. The urgency of reviewing the concept of the neighborhood and its characteristics in the Caicó Master Plan has been asserted, so that this document can be put into practice, since Caicó neighborhoods have been created neglecting the necessary requirements for the existence of a neighborhood. Moreover, such a creation is not based on public policies of municipal management, nor even planning and planning of the city's space.
