Transparência ativa no ciclo orçamentário: do direito à informação ao direito à participação

The Brazilian Law of Access to Information (LAI) institutionalizes a policy of minimum limit for public communication. It regulates the right to information to enable social control and popular participation. In this regard, one of the LAI’s guidelines is the legal obligation to use information and communication technology (ICT) tools. Hence, an evaluation of the active transparency of information about the budget cycle was carried out in 24 municipalities in Minas Gerais. The guiding thread for the evaluation was the use of data visualization and social media to enable transparency.
