Ativismo juvenil e políticas públicas: o caso do Centro de Referência da Juventude de Belo Horizonte

Despite the fact about many studies polarize the juvenile political participation sometimes considering the young people 100% activist, sometimes observing them 100% apathetic what can we say beyond this polarization? An issue that has been placed in the background regarding political action in the field of youth is the reflection of the possibility of the youth himself being characterized as the subject of political action. Within this non-binary / nondichotomous perspective of youth activism perception, we report on the implementation process of the Youth Reference Center (Centro de Referência da Juventude, CRJ in portuguese) in Belo Horizonte, a public policy whose formulation began formally in 2006 and is still underway. The study takes into account the tensions, conformations and articulations made by youth groups regarding the political incidence and social control of such equipment and how this in the very activism undertaken by such groups. This work aims to understand the relationship between youth activism and youth public policies from the analysis of the implementation process of the Youth Reference Center of Belo Horizonte / MG, from 2006 to 2016. As specific objectives, we intend to understand the debate about the Youth Reference Center in the construction of youth activism in Belo Horizonte from 2006 to 2016; to observe the relation between youth movements and the delimitation of public policies of youth in Belo Horizonte; and analyze the dynamics of youth participation in the process of dialogue with the public power regarding the implementation of the Center. Feminist epistemology is used to compose a methodological scope whose methods used were semi-structured interview, documentary survey, field diary and participant observation. The scope of methods includes the use of a reminiscence diary, which consists of a notebook of recollections about my participation in the context of debate about the Reference Center. As main results, I point out the intense feminist / feminist presence in the political processes of youth and emphasize the need to understand the public policies of youth in a generational scope.
