This work deals with the struggle of the popular housing movements for the access of the low-income populations to downtown areas and, mainly, for their permanence. It then discusses the history of occupations organized in vertical properties once idle, underutilized and/or abandoned, failing to fulfill their social function, and the rehabilitation of those for a dignified housing production. The case of the Zezeu Ribeiro and Norma Lúcia occupation in Belo Horizonte, which seeks to rehabilitate the property since 2015 with the government, is analyzed and later contrasted to the case of the Dandara building in São Paulo, which had its project contracted and carried out by the Minha Casa, Minha Vida – Entidades program. The dissertation goes through the operation of the popular housing movements since the beginning of the struggle for urban reform and the long and arduous processes faced by them to legitimize their spatial production, analyzing the possibilities, limitations and contradictions that permeate them.
