Tarifa zero é mais: a construção do argumento no debate sobre mobilidade urbana pelo movimento Tarifa Zero de Belo Horizonte

This research aims to analyze how the Zero Tariff movement in Belo Horizonte builds the debate on urban mobility in the capital by constructing rationally grounded and socially acceptable arguments in three different environments: 1) in the media, 2) on Facebook and 3) face-to-face discussions. The methodology of analysis is made from the material collected in the three arenas between August, September and October of 2015. The codification was carried out in three stages: 1) mapping of the subjects debated, with the classification of which were framed as argument and which ones do not; 2) categorization of the arguments according to those identified in the material and; 3) decomposition of the structure of each according to the proposal of Brian Adams (2014). A brief analysis was also made of the flow of arguments from one environment to the other and also of the collective imagery constructions on Facebook. It was thus identified that, therefore, that despite the traditional forms of manifestation of social movements, rational and comprehensible argumentation for all sectors of society is an important resource for activists to strengthen the debate on urban mobility
