The present study investigates what are the obstacles that prevent theelaboration and implementation of programs and actions of common interest for a metropolitan coverage, and identify the impediments for effective metropolitan management in Metropolitan Area of Vale do Aço (RMVA). The Metropolitan Area of Vale do Aço, established in 1998, consists of four cities - Coronel Fabriciano Ipatinga, Santana do Paraíso and Timóteo - surrounded by a necklace made up of 22 other metro cities, which consists the extended metro area. The law which establishes RMVA has completed 11 years. But there is still a lack of a management structure of RMVA and almost no progress wasmade in construction and implementation of public policies thatcontemplate metropolitan coverage. This study also analyses the process of the formation of Metropolitan Area of Vale do Aço, including the current urban expansion. This work was developed from a theoretical basis, through systematic studies and related experiments. It was made a field survey and documentary about the process of urbanization, crowding, establishment and institutionalization of Metropolitan Area of Vale do Aço, as well as some management experiences by the region.
