The present research explored three broad areas of knowledge, namely, Public Management, Security Paradigms and Eras of the Modern Police, to answer the following question: What are the determining factors for the implementation of a model of citizen police in Brazil? In this sense, the general objective was to identify the guiding principles of the citizen police, through which the social management of public security policies can be developed, based on the assumption of the guarantee of Human Rights. It was specifically aimed to describe the concepts of social management; define the theoretical assumptions of community policing from the times of the Modern Police; identify the conceptual premises on the security aspects, especially citizen security; and recognize Human Rights as relevant aspects in the definition of public security policies. The indirect methodological strategy characterized by documental and bibliographic research was chosen as the main methodological strategy. Thus, it was concluded that there are two main determinants for the implementation of a model of citizen police in Brazil. The first, of a managerial nature, is the technical-conceptual alignment between the three levels of state governance involved. The second, procedural, and more important is the observance of the theoretical and operational principles guiding the citizen police, through which it is possible to develop social management of public security policies.
