The increase in light vehicle fleet in urban centers further highlighted the problems with respect to freight transportation in these areas. This increase fleet culminated in a determinant of changes in the organization of urban space, since the problems caused by the movement of such vehicles influence in the organization of the city. Policies restricting movement of cargo vehicles were taken in various locations in order to reduce the problems with traffic and emissions. The emission of pollutants by motor vehicles is primarily responsible for the degradation of air quality in urban centers. However, to meet the demands of the carriers began to purchase smaller vehicles, not prevented from circulating, which resulted in increased total distance traveled, increased fuel consumption and possibly in the emission of air pollutants. Therefore, was developed a methodological framework to identify the environmental impact from the release of pollutants to the implementation of restriction on cargo vehicles. This methodological framework was applied to a transportation company that operates in the city of Belo Horizonte / MG, which implemented the measure of restriction of movement of cargo in the central area in 2009. From the search results elaborate digital, it was identified that there were changes in the composition of the fleet companies operating in the city area restriction. With data from a fleet of these companies were defined two scenarios, the first being with the projected fleet without interference constraint and the second scenario with the current fleet data with interference constraint. From this, was estimated and compared the two scenarios the emission of CO, NOx, NMHC and MP in an attempt to identify the influence of the restriction of movement of cargo vehicles in the emission of these pollutants.
