Smoking is considered by the World Health Organization as the most preventable cause of illness and death worldwide. Causes more premature deaths than the sum of deaths from AIDS, cocaine, heroin, alcohol, car accidents, fires and suicides. The paper aims to describe a plan to increase access to treatment in the intensive smoker SUS network of Belo Horizonte. The study had two stages, the first being a review of the literature on the impact of smoking on health and quality of life in the population, using selected items in Virtual Health Library - VHL and scientific articles available in databases Scientific Electronic Library Online SciELO, selected in the period June to December 2012, published from 2004 until 2011. In addition, we also used manuals of the Ministry of Health and INCA. The second step was the development of an intervention plan for expansion of smoking cessation in Primary Belo Horizonte. It can be concluded that the proposed plan is feasible and intends to collaborate in the construction of a proposal to expand users' access to the program of intensive approach of smokers and thereby contribute to the adoption of a healthier lifestyle.
